International mediators have unveiled a tentative roadmap aimed at ending the war in Gaza, with the proposed framework calling for Hamas to disarm in phases while Israeli forces gradually withdraw from the territory.
The proposal, announced following intensive negotiations involving the United States, Egypt, Qatar and other regional partners, outlines a multi-stage process designed to end hostilities, secure the release of remaining hostages and pave the way for post-war governance in Gaza.
Under the draft plan, Hamas would begin decommissioning its weapons and dismantling military infrastructure in stages. Each phase of disarmament would be matched by a corresponding Israeli military withdrawal from parts of the Gaza Strip, with implementation subject to verification by international monitors.
The roadmap also proposes transferring Gaza’s administration to a Palestinian technocratic authority, supported by an international stabilization force and a newly trained local police service. Reconstruction efforts would begin alongside the phased security arrangements if both sides comply with the agreement.
While U.S. officials have described the proposal as a significant diplomatic breakthrough, major hurdles remain. Israel has not formally endorsed the framework, and disagreements persist over the sequencing of disarmament, troop withdrawals and long-term security guarantees. Hamas has also indicated that implementation would depend on Israel fulfilling its obligations under the roadmap.
The proposal comes after months of mediation aimed at securing a lasting ceasefire and preventing a wider regional conflict. If accepted by both parties, it would represent one of the most comprehensive peace initiatives since the war began, although negotiators acknowledge that difficult talks still lie ahead.
